New Regulation on Parapet Inspection Requirement

Effective January 1, 2024, New York City has implemented the New Parapet Observation Rule 1RCNY 103-15. Building owners are now required to have an annual close-up inspection of all parapets fronting the public right-of-way, as mandated by section 28-301.1.1 of the Administrative Code. This rule applies to all such buildings, regardless of height, with the exception of detached 1- or 2-family homes or those with barriers preventing exterior wall access. Inspection reports must be maintained for at least six years and made available to the Department of Buildings upon request. If an unsafe condition is detected, immediate notification to the Department is necessary, with corresponding safety measures.

The relationship between architecture and the environment is a crucial issue today due to the growing awareness of sustainability and the environmental impact of buildings and cities. Aware of this, we propose the construction of this school cafeteria located in Jauja – Peru, using rammed earth, a traditional construction technique that involves compacting layers of moist earth inside a formwork to create solid walls.

Although the rammed earth has been largely replaced by more modern construction methods, this ancestral construction system has many benefits, among which are: sustainability due to the use of local and abundant materials, such as earth and sand; low cost for being easily available materials and thermal insulation since the mud walls can retain heat in winter and keep cool in summer which can contribute to the energy efficiency of the building.

8th Avenue – Project Updates

The façade repairs at 8th Avenue prompted many surprises during the course of the project. At the start of the project, the removal of the existing stucco along the west façade revealed that the building was initially constructed using brownstone.

Brick was used at the perimeter of the windows to make the window openings smaller than they originally were. The brownstone was properly secured to the wall, the lintels and bricks were replaced, and a new stucco coating was applied to the walls.

New window headers and window sills were constructed using stucco. Metal window trims were installed at all the windows.

The storefront was redesigned along the entrances on 8th Avenue. The three fire-escapes and the existing pilasters were scraped, primed, and painted with a bronze finish.

Along the ground floor, a new water table was constructed along  8th Avenue. The façade was then painted with an breathable protective façade coating.

Mayta + Sebastian restored the façade whilst preserving and honoring its history within the fabric of the city.
