New Regulation on Parapet Inspection Requirement

Effective January 1, 2024, New York City has implemented the New Parapet Observation Rule 1RCNY 103-15. Building owners are now required to have an annual close-up inspection of all parapets fronting the public right-of-way, as mandated by section 28-301.1.1 of the Administrative Code. This rule applies to all such buildings, regardless of height, with the exception of detached 1- or 2-family homes or those with barriers preventing exterior wall access. Inspection reports must be maintained for at least six years and made available to the Department of Buildings upon request. If an unsafe condition is detected, immediate notification to the Department is necessary, with corresponding safety measures.
